The Commission on Elections (Comelec), on the other hand, dismissed the possibility of sabotage.“Just trust the Comelec that we would ensure clean, honest and orderly elections in 2010.The poll body even said the machines that will be used in the 2010 elections can even run without electricity.The machines can work on batteries for a total of sixteen hours, so even with a brownout, the machines will still work,” Comelec spokesperson James Jimenez.The National Power Corporation (Napocor) said that it would require six billion pesos to ensure sufficient power supply on election day.Renato Garcia, IT consultant of Comelec chairman Jose Melo, told reporters that the Precinct Count Optical Scan (PCOS) machines work like portable computers, which can run on backup power.“Since these are practically laptops, backup power is not really a problem and consumption of energy is very low,” he saidI have watched on TV this morning about the endorsement of action star Robin Padilla for the pursuance of the automation of election in Autonomous Region in Muslim Mindanao (ARMM). This is the preparation of the Commission on Election (COMELEC) for the full blast computerization of the Presidential Election in the year 2010. Actually this computerization should happened last election but due to some of the controversies the COMELEC was involved in, the said plan was postponed and instead targets 2010 election for the implementation of this “modernization”.In my opinion, the computerization should be implemented as soon as it is possible and as long as the integrity of the system are 100% guaranteed by COMELEC to be foolproof. This will ensure a speedy, orderly and clean process of election results and also minimizes electoral fraud. If this happens, Election 2010 will mark a new beginning and hope for Philippine politics. I hope that this modernization of the election in the Philippines will benefit us and improve the bad impression of everybody about the country’s politics. Anything is possible if the government will be sincerely serious about this matter! For the information of everyone, ARMM will hold its election for governor, vice governor, and members of the Regional Legislative Assembly. COMELEC will be using Direct-Recording Electronic or DRE machines to replace the manual voting system. This voting system is actually the 8th point of President Gloria Macapagal Arroyo in her 10-point agenda that she promised during her State of the Nation Address or SONA of 2004 and my guess is this Monday, July 28 during her 8th SONA, there will be an updated promise from her about this automation of electionI strongly disagree on that one. You see, there are many things to gamble if this automated voting will take place. Yes, I agree that we are in the computer stage and we are straying far behind because we don’t use these machines BUT, machines have limitations, they can easily be manipulated, in other words “hack.”Another thing,according to an article, in the ARMM region, 30% of the population there is considered illiterate in using computer technologies such as the ones we are going to use in the 2010 elections. Can you imagine? That 30% is only in Mindanao, what more if we count the illiterate people nationwide?COMELEC told us that illiteracy is not a problem, but that’s a lie!There are more than millions of people who is not properly educated to use these machines and we have only less than a year to educate these people to use it. Do you think that the time is enough to educate them?

The world’s most premature living baby, born at 21 weeks and six days, is headed home after spending four months in a neonatal intensive care unit, Baptist Children’s Hospital in Miami announced today.

“It was hard to imagine she would get this far. But now she is beginning to look like a real baby, ” the baby’s mother, Sonja Taylor said.

No baby born at less than 23 weeks was previously known to have survived, according to the University of Iowa, which keeps a record of the world’s tiniest babies.

“Even though she’s only four pounds (1.8kg) now, she’s plump to me,” Taylor said.

When she was born on October 24, Amillia Taylor weighed just 280 grams and measured 24cm, slightly longer than a ballpoint pen, the hospital said.

Doctors said the baby girl was now thriving and well enough to be cared for by her parents at home.

She did suffer a laceration on her head at birth, but healed quickly from the wound.

“She’s truly a miracle baby,” said William Smalling, a neonatologist at the Baptist Children’s Hospital.

He said caring for Amillia in the past month was like navigating uncharted waters.

“We didn’t even know what a normal blood pressure is for a baby this small,” Smalling said.

The baby was delivered via Caesarian-section after attempts to delay a premature delivery failed. She was breathing without assistance at birth and even made several attempts to cry.

The American Association of Paediatrics indicates that babies born at less than 23 weeks of age and 400 grams in weight are not considered viable.

“It may be that we need to reconsider our standard for viability in light of Amillia’s case,” said Smalling.

“Over the years, the technology that we have available to save these premature babies has improved dramatically. Today, we can save babies that would have never survived 10 years ago,” he said.
